From 20 May 2018, the compulsory technical examination of the vehicle that was performed in the state of European Economic Area (EEA) can be recognised at the time of the registration of the vehicle that has been delivered from abroad if:

• the person has a certificate of technical examination of the vehicle that meets the requirements of the Directive and that has been issued in the country in which the vehicle was registered;
• technical examination of the vehicle is valid given the frequency of technical examination of the vehicle established in Lithuania;
• the registration certificate or the Register of vehicles of the state of EEA that can be directly accessed by the State Enterprise “Regitra” CONTAINS NO INFORMATION on the certificate of destruction issued for the vehicle or violations leading to prohibition of participating in traffic flow.  

If all these requirements are met, the last vehicle registration certificate that was issued in the state of EEA and a certificate of technical examination of the vehicle* will have to be provided at the time of the vehicle registration in “Regitra”.

As has been mentioned above, a certificate of technical examination of the vehicle to be provided to “Regitra” must meet the requirements of the Directive that stipulate the content of a certificate of technical examination of the vehicle, not its form. In other words, the certificate must specify the EU harmonised codes along with the following particulars (each party may indicate more particulars in the certificate):

1. vehicle identification number (VIN or the chassis number);
2. vehicle registration number plate and country symbol of state of registration;
3. place and date of technical examination of the vehicle;
4. readings of odometer (if any) at the time of technical examination of the vehicle;
5. vehicle category (if determined);
6. defects identified and their level of hazard;  
7. result of technical examination of the vehicle;
8. date of the next technical examination of the vehicle or the expiration date of this certificate (if this information is not provided otherwise);
9. name of the organisation or centre that has performed technical examination of the vehicle and signature or identity details of the inspector who is responsible for technical examination;
10. other information.

*In some cases translation of the certificate can be requested.

Lithuanian Transport Safety Administration (LTSA) establishes the procedure for the recognition of technical examination of the vehicle that was performed abroad.
